VI Edition
European Labour Mobility Congress

Organizers and the host city:

VI edition of the ELMC will be held on 14-15 of March 2019 at the ICE Kraków Congress Centre. It is the biggest European event on the cross-border service provision and the posting of workers. ELMC is organized by Labour Mobility Initiative in cooperation with Ministry of Entrepreneurship and Technology, Ministry of Foreign Affairs and European Commission. Kraków is the Host City of the event.

The idea of the organizers is to create a unique forum of exchange and dialogue for business, academic people, administration and politics, which enables them to acquire practical knowledge needed to adapt to the ever-changing environment.

The participants of the Congress are the owners and management boards of the leading Polish service companies, lawyers, public administration officials, and national and European politicians responsible for the legislative process and interpretation of Polish and European law governing the posting of workers. Last year's edition gathered over 600 participants!

This year, there will be exceptionally many additional attractions, including the Expert Village and the Civil Society Dialogue with Elżbieta Bieńkowska, organized for the first time. A traditional element will be the Business Fair and an evening banquet.

The Plenary Session at the ELMC will be moderated by Zbigniew Bartuś from Dziennik Polski. Publicist, reporter, columnist and investigative and economic journalist of Dziennik Polski journal and Polska Press Group - leading local media in Poland. Longstanding head of the West Lesser Poland branch of Dziennik Polski. Laureate of numerous important rewards and distinctions in journalism - national (including Freedom of Speech award, Grand Press, Economic Journalist of the Year) and regional (Grand Prix of Lesser Poland Journalists). Board Member of the Memorial Foundation for the Victims of Auschwitz-Birkenau. Co-founder of the Rotary Club in Oświęcim, Member of the Alumni Association for participants of the US Department of State Programme.



It is hard to imagine the European Union without labour and services mobility. Meanwhile, allegations of unfair competition and social dumping directed against employers from less wealthy Member States encourage EU institutions to systematically tighten the rules governing the posting of workers, without which mobility is not possible. That is why we want to fight against the dark scenario of dividing Europe into strong and rich countries, who will unilaterally impose rules of access to the EU market that will be more favorable for them, to the prejudice of weaker and poorer countries. We do not want the above mentioned problems to be ignored in this political dispute. The leitmotiv of this year's edition will be the slogan: New Posting Rules. Problems solved? Fairness guaranteed?.

Traditionally, the first day of the Congress, during which we will discuss about the future of the posting of workers and the freedom to provide services, will have a political. The second day will be more practical as it will be dedicated to employers, who will be able to take part in workshops led by the best lawyers from Poland, Germany, Belgium and France specializing in the posting of workers.

It was a very interesting professional experience, which allowed us to see the topic of workers’ mobility from a different perspective. It was also an opportunity to have many interesting discussions with companies which do not cooperate with us on a daily basis.
