National Social Insurance Institution makes modifications in the issue of A1 certificates procedure – learn more at the Congress!

National Social Insurance Institution (ZUS) estimates, that only this year the number of issued A1 certificates will exceed half a million. This document confirms that a posted worker working in more than one state or a person relocating its business activity abroad is a subject to the Polish social security legislation.

The most important change implemented by National Social Insurance Institution (ZUS) is an established this month electronic system for A1 forms issue. It provides National Social Insurance Institution with a record of all A1 certificates issued for insurer and insured. It was established in order to improve the efficiency and accelerate the issue of A1 certificate and to spot the mistakes.

The second change introduced is formation of A1 certificates by the system. Entrepreneurs are concerned about possible complications related to the contradiction between insurer and insured data and actual state which may hinder or delay the issue of certificates.

New special handbooks explaining the new procedure are being consulted. New and more detailed template forms for additional information will be launched. Furthermore, special client consultant for those applying for A1 certificate are envisaged to occur in National Social Insurance Institution agencies.

The changes are expected to accelerate the issue of certificates, eliminate the submission of a motion in several agencies after a refusal, relieve entrepreneurs from excessive legalities and improvement of information exchange between Polish companies and their controlling foreign-owed institutions. The changes are aimed to minimalise the number of cancellation of A1 certificates in the interest of workers who lost the right to social security in Poland.

Entrepreneurs need to adjust to these modifications. Thus they will be discussed in details by Anna Siwiecka – Head of the International Insurance Department, National Social Insurance Institution (ZUS) .
